About the Journal
I. Background
Estado & comunes is a specialized biannual publication edited in Spanish by the Instituto de Altos Estudios Nacionales (IAEN), in Ecuador. It emerged in 2013, with the purpose of analyzing public policies and problems from the relationship between the State, understood both as an institution and political representation, and the “commons”, which is defined not only as the public sphere and interests, but also as the social practices of a community that organizes itself through the instances it establishes.
II. Aim
The purpose of Estado & comunes is to promote reflection, dissemination and generation of knowledge on social reality from a public policy approach, with a scientific and international perspective. The journal welcomes diverse theoretical, epistemological and methodological positions within the field of social sciences, specifically in the subfield of public policy and state administration.
The journal seeks to consolidate itself within the scientific community and position itself as a leading publication in the field of public policy, both nationally, regionally and internationally. To this end, it is constantly promoting its inclusion in indexes, electronic catalogs and indexing databases, in support of the academic quality of its contents.
III. Scope
The journal publishes and disseminates original, investigative, reflective and critical content, guided by high standards of academic quality, ethics in the production and dissemination of knowledge, and efficiency in editorial processes. All published articles are evaluated through the external double-blind refereeing system. The journal is aimed at the academic community, teachers, researchers, professors, public officials and people interested in contributing with rigorous and relevant analysis.
IV. Call for paper
Each issue of the journal is coordinated, on a rotating basis, by up to three coordinators. The calls for articles are open and public; the journal accepts proposals that conform to its editorial policy and publication standards. Submission of articles is free of charge and must be made within the deadlines established in each call for papers.
V. Sections
The journal is structured in three main sections:
* Central theme: brings together articles that present novel, updated and relevant information around a thematic axis specifically convened for each issue. The topics are proposed by specialist coordinators and the papers are evaluated through a double-blind peer review process.
* Conjuncture section: includes articles that address current issues, offering a theoretical and conceptual analysis linked to public policies and state administration. The relevance of the articles is evaluated by the editors, and they are subsequently submitted for review by two external evaluators under the double-blind review system.
* Interview: presents informed opinions and reflections of academics or experts, which complement and enrich the central theme of the issue.
VI. Articles originality
The journal publishes exclusively original and unpublished articles, the result of scientific and academic research. Contributions must not be in the process of evaluation or have been submitted simultaneously to other journals or publications.
VII. Financing
Is financed by the Instituto de Altos Estudios Nacionales (IAEN), in accordance with the approval of the Annual Publications Plan and the corresponding budget allocation by the institution.
VIII. Publication formats
It is published in electronic format through the Open Journal Systems (OJS) platform, which ensures its accessibility and visibility in the academic community. In addition, a limited number of printed copies can be distributed among collaborators and reviewers of the dossier, provided that the Editorial Board of the university approves it. The journal is registered with the respective International Standard Serial Number (ISSN), which supports its editorial identity and continuity over time.
IX. Periodicity
It is published twice a year, on January 15 and July 15. Each issue covers a specific period: the first corresponds to January-June, and the second to July-December.
X. Open Access Policy
Estado & comunes ratifies its commitment to open access policies, guaranteeing that the contents of its scientific publications are available in their entirety, freely and openly on the Internet, without temporary embargoes or restrictions. This policy is based on the principle that offering free access to research strengthens the global exchange of knowledge and promotes equitable access to academic information.
XI. Cost policy
The journal does not charge authors fees for the submission, processing or publication of their papers, which means that it does not pass on the costs of editorial production. Consequently, no payment is required for the reception, pre-evaluation, peer review, style correction, layout, publication or dissemination of articles. The journal undertakes to disseminate the papers free of charge in indexes, catalogs, open access databases and repositories that use OAI-MPH.
XII. Copyright
Estado & comunes does not retain the rights to reproduce the articles. The authors may search, read, access, download, copy, print, quote, reproduce, distribute and communicate the articles for informational and academic purposes. In addition, they may link the final versions of the articles to institutional repositories, personal blogs, social networks or any other electronic media without prior authorization. It is only required to mention the source, i.e., Estado & comunes, when using or sharing the contents.
XIII. Creative Commons Licence
Since 2016, Estado & comunes publishes under Creative Commons BY-NC-SA (Atribución-NoComercial-CompartirIgual 4.0 Internacional) lincense. This license permits the copying and redistribution of the material in any medium and format, as well as the repackaging, reuse and transformation of such material, provided that the corresponding attribution conditions are met and that it is not used for commercial purposes. In addition, any derivative material must be distributed under the same license.
XIV. Disclaimer
Estado & comunes is not responsible for the comments expressed by users on its digital platform. Each user is responsible for his or her own opinions, and any erroneous or offensive content detected by the editors will be corrected in a timely manner.
XV. Privacy statement
The names and e-mail addresses provided in this magazine will be used exclusively for the purposes established in its editorial policy.
XVI. Self-archiving
Estado & comunes allows self-archiving at the time of publication. Published articles can be stored in institutional, thematic repositories or on personal web pages, which facilitates access and dissemination of the contents in a free and open manner.
XVII. Advertising policy
The website of Estado & comunes does not include commercial or political advertising, neither in the editions nor in the articles it publishes. The announcements on the website and on social networks refer exclusively to calls for papers, indexing, presentation events and editorial news. All official communication of the journal will be published on the OJS platform and on its official Facebook page (@Estadoycomunes).
