I. Background

Estado & communes is biannual academic journal published in Spanish by Instituto de Altos Estudios Nacionales (IAEN). This publication’s initial purpose was to analyse, on one side, the relationship between the state (understood as an institution and a context of political representation) and the common (public interests and realms). In addition, the journal analysed the social practices of a community administrations through self-created institutions.

Changes in the political order continually refresh the approach to the understanding of this relationship. An administration that enables what is common and equitably norms the public, became a problem of study for researchers and a necessity for civil servants looking for administration tools towards inclusive citizenship.

 

II. Aim

The aim is to reflect, generate, and disseminate plural and transnational scientific knowledge about social realities from the public policy, administration, and State perspectives. The journal seeks to position its academic community and to gain visibility as a relevant publication locally and in the region. This process intends to continuously strengthen the adscription to indexes, electronic catalogues, and indexing databases as evidence of content quality.

 

III. Scope

The journal publishes reflective and critical research following academic quality criteria, ethics in production and dissemination, and an efficient editorial process. Published contributions go through to double-blind peer review. The journal addresses the scientific community, researchers, teachers, students, and people interested in analytical products in the public policy, government, and state realms.

     * Threats, conflict resolution, and protection of rights

     * Human rights, gender, interculturality and citizen participation

     * Relationship between power, law and institutionality in the constitutional state

     * Foreign policy, strategic studies, and global processes

     * Economic and fiscal policy, economic sectors and institutions, development models

     * Foresight, strategic management, and decision making

 

V. Sections

A team of one or two coordinators oversee each new number alternately. All call-for-papers include two sections: Tema Central and Coyuntura, which are aligned with IAEN’s areas of research. Call-for-papers are public and open, this journal will consider contributions that meet the subject if the call and comply with editorial policy and publication standards. The submission of contributions needs to be within the deadlines. The journal has three sections:

     * Tema central. This section includes articles that present new, detailed, and relevant information on a specific topic. Each call is different and brings together specialist coordinators who suggest the dossier. Double-blind external peer reviewers refereed the papers.

     * Coyuntura. The articles of this section analyse issues of national and international conjuncture through a theoretical and conceptual development according to IAEN’s research areas. The editors assess the suitability of the works before submitting the papers to double-blind peer reviewers.

     * Interview. This section gathers the point of view of key actors with recognizable expertise on issues developed in the dossier.

 

VI. Articles originality

This journal includes and edits original and unpublished articles that result from scientific and academic research. Proposed articles cannot be submitted to a different journal for assessment or publication simultaneously.

 

VII. Financing

IAEN fully funds Estado & comunes, after the approval of the institution’s Editorial Plan and budget allocation.

 

VIII. Publication formats

 The journal is published electronically on the Open Journal Systems (OJS) platform, and a limited number of printed copies can be distributed among contributors and reviewers of the dossier. Estado & comunes has an International Standard Serial Number (ISSN).

 

IX. Periodicity

 Estado & comunes is a biannual publication, i.e. it publishes two issues a year on the 15th of January and July. Each volume covers the period January-June and July-December.

 

X. Open Access Policy

Estado & comunes complies with open access policies. All contents are freely and openly available in full text on the Internet, with no time embargoes and unrestricted regarding their content. This policy follows the principle that providing the public with free access to research strengthens the global exchange of knowledge.

Estado & comunes does not transfer editorial production costs to authors. Thus, it does not charge for peer review, proofreading, layout, publication, and distribution of the papers. The journal undertakes papers publication in open access indexes, catalogues and databases and in the different repositories that use OAI-MPH.

 

XI. Copyright

Estado & comunes does not hold articles’ reproduction rights. Authors can search, read, access, download, copy, print, quote, reproduce, distribute, and communicate for informational and academic purposes; as well as linking the final versions of articles to institutional repositories, personal blogs, social networks, or any other electronic media. No authorisation is necessary, it is only required to mention the source, in this case, Estado & comunes.

 

XII. Creative Commons Licence

Since 2016, Estado & comunes publishes under Creative Commons BY-NC-SA (Atribución-NoComercial-CompartirIgual 4.0 Internacional) lincense. Readers can copy y distribute content in any medium and format, in addition to reordering, reusing, and transforming such material.

 

XIII. Disclaimer

Estado & comunes is not responsible for users’ comments posted on the digital platform. Users are responsible for their opinions; editors will amend any erroneous or offensive reported content.

 

XIV. Privacy statement

The journal employs stored names and e-mail addresses for the stated purposes exclusively.

 

XV. Self-archiving

Estado & comunes allows self-archiving at the time of publication. Published articles can be stored in institutional repositories, thematic repositories, or personal web pages.

 

XVI. Advertising policy

 Estado & comunes web page does not include commercial and political advertisement, nor do individual volumes and articles. Notifications on the website and social networks refer exclusively to calls for papers, indexing, presentation events, and new publications. All official communication will be published in the OJS and on Facebook (@Estadoycomunes).
