Reflections on transformations and uncertainty in Latin America

Abstract
Diego Pérez Enríquez, coordinator of this issue of the magazine, interviews Wolf Grabendorff, Director of FES-Ildis, Ecuador. Based on a series of strategic alliances resulting from inherent transformations in the global system, which cause uncertainty in the development of regional policies, Grabendorff believes that Latin America faces major challenges, including the fight against organized crime, particularly drug trafficking, and cross-border migration. He argues, however, that states have lost their capacity for control and regulation in the economic and even territorial spheres. The role of UNASUR, bilateral relations between Colombia and Venezuela, maritime control of the South Atlantic, the loss of US hegemony and competitiveness with China's growing hegemony, as well as the reactivation of the FARC, are some of the other issues discussed below.
