Abstract

In this interview, Dr. Jaramillo analyzes the transformations of the international system from a critical perspective. She addresses the decline of U.S. hegemony, the strategic rise of China, and the emerging role of India. The discussion examines how these dynamics affect foreign policy formulation in Latin America and Africa, marked by increasing ideologization and a loss of multilateral coherence. The interview highlights the rise and decline of South–South cooperation, its achievements during the commodity boom, and its subsequent discursive depletion. The interviewee underscores the reordering of international power, the need for balance, and the role of middle powers in global governance amid a context dominated by geopolitical tensions and challenges to the existing institutional architecture.
