Abstract
Dr. Evelyne completed her doctorate at Paris 7 University under the supervision of Olivier Dollfus. Decades later, she obtained her Habilitation to Direct Research (HDR) at the same university.
In this interview, in a context of decentralizing reforms in Latin America, Dr. Evelyne Mesclier analyzes how these changes affect the multilevel governance structure. In particular, she explores the integration of citizen participation and, in particular, of agrarian organizations. Her reflection focuses on the balance between democracy, equity and sustainability in a scenario dominated by the exploitation of natural resources and complex territorial dynamics. This approach offers a critical perspective on whether decentralization can really foster local autonomy or whether, on the contrary, it reinforces agendas that prioritize economic liberalization over community welfare.
